The Commissioner of Prisons and Corrections Service.
Brigadier General Ioane Naivalurua (Post Graduate Diploma in Strategic Studies, Standard Military and Regular Course-Sandhurst)
Mr. Ioane Naivalurua was appointed Commissioner of the Fiji Prisons and Correctional Service in December 2006. Commissioner Naivalurua is a soldier by profession who had more than 30 years of service with the Fiji Military Forces and rose to the rank of Brigadier General. He is responsible to the Minister for the proper administration of all Prisons in the Country. During his tenure of Leadership, the organization has undergone significant changes to how it manages its roles and functions. 
In recent years, the Fiji Prisons and Correctional Service has shifted its focus from that of containment to rehabilitation. This is very much reflected in its current core functions which are focused on the following areas: Prison Security and Safe Custody Rehabilitation services Commercial Services Organization Support services However, despite the FPCS efforts to improve its service delivery, the lack of relevant resources has been a determinant factor to achieving this end. 


After re evaluating the organisation financial status in terms of cost effectiveness, the Commissioner redirected resources from the less critical areas to the more critical ones. As a result, Nukulau Prison was decommissioned in 2007 and its resources were redirected to other Prison Institutions. 

The engagement of His Excellency the President of the Republic of Fiji Islands, the Prime Minister and Commander of the Fiji Military Forces and other Ministers is one of the Commissioner’s significant achievements. This includes Public engagement where market days were conducted and also offender’s engagement on carol singing out to the community. Commissioner’s themes for the past years are:

  3.   2009: "Institutional Strengthening and Capacity Building"
  4.   2010: "A Relentless Pursuit for Excellence"

He has improved the Physical, Mental and Spiritual status of the Officers and Inmates. He has established an effective system for internal investigations (Board of Inquiry) into allegations on Officers and inmates conduct and other related incidents. The Commissioner has improved and expanded rehabilitation programs where offenders to participate in the Yellow Ribbon Program which will be conducted in October 2008.



autaDeputy Commissioner Auta Moceisuva (Post Graduate)
Mr. Auta Moceisuva was appointed Deputy Commissioner of Prisons and Correctional Service in November 2007. Prior to this, Mr. Moceisuva was temporary appointed as Assistant Commissioner of Prisons, since December 2006. Mr. Moceisuva has been with the Fiji Prisons and Correctional Services for over 19 years and has a Post Graduate Diploma in Social Policy and Administration and has held various senior management positions for the past 14 years. As Deputy Commissioner, he is responsible for the financial and management of the Fiji Prisons and Correctional Service.











Assistant Commissioner Orisi Katonibau Vuki
Mr. Orisi Katonibau Vuki was appointed Assistant Commissioner of Prisons in November 2007. Prior to this appointment, he was the Superintendent Headquarters in the Office of the Commissioner. He has over 30 years experience with the Fiji Prisons and Correctional Service and has held a number of managerial positions both in the Prison Administration and Operation including Officer in Charge Emergency Control Unit, Officer in Charge Maximum Security Prison, Officer in Charge Nasinu Prison, Supervisor of Prisons Western Division, Staff Officer Operation, Staff Officer Administration, Staff Officer Security and Investigation, Acting Director Prisoners Education and Rehabilitation. Mr. Katonibau has a sound knowledge of both prison administration and operation.





hazelmanSuperintendent Headquarters – Acting Assistant Superintendent of Prisons Frank Hazelman
Mr. Hazelman was appointed Superintendent Headquarters on 12th April; 2010.Generally he oversees the managing of the Personnel, Account, Registry, Transport, Logistic, Engineering and IT Services. He ensures the effective timely delivery of support to management and services. He is also the administrative link between management and various institutional heads. Mr. Hazelman has served twenty seven (27) years in the Fiji Prison and Corrections Service. Prior to his appointment, he was the Officer in Charge Suva Prison, Officer in Charge Nukulau Prison, Staff Officer Administration, Staff Officer Professional Standard based at the Prisons Headquarters and Quartermaster at Suva HQ. He is an officer of high caliber who has demonstrated intellectual capacity, drive, determination and flair thus his appointment to the current post.








tukana kelepiSupervisor Central and Eastern Division -  Superintendent Kelepi Tukana

Mr. Tukana was appointed Supervisor Central Eastern Division on 12th April, 2010. He is the representative of the Commissioner of Prisons and Correctional Service in the Division and therefore supervises the discharging of legal duties of all officers under an Officer in Charge and oversees the implementation of directives issued by the Commissioner. Reporting to this position are the Officers in Charge Suva Prison, Women Prison, Nasinu Prison and Levuka Prison. Prior to this appointment, he was the Supervisor Headquarters and Chief Logistics based at the Prisons National Headquarters. He joined the Service on 1st December, 2008. He was employed by the Royal Fiji Military Force and is well versed with logistics and administration matters.







ligadua nemaniSupervisor Naboro Prison – Acting Superintendent of Prisons Nemani Ligadua

Mr. Ligadua was appointed Supervisor Naboro Prison on 12th April, 2010. Like all Divisional Supervisors, he represents the Commissioner of Prisons and supervises the discharging of legal duties of all officers under an Officer in Charge and oversees the implementation of directives issued by the Commissioner. Reporting to this position are the Officers in Charge Maximum Security Prison, Medium Security Prison, Minimum Security Prison, Pre Release Centre, Officer in Charge Emergency Control Unit and Dog Unit. Prior to this appointment he was the Project Officer based at Prisons National quarters, Officer in Charge Minimum Prison and Officer in Charge Maximum Prison. He has thirty one (31) years of experience with the Fiji Prisons and Correctional Service. Mr. Ligadua is well versed with administration and operation obligations.







veiwiliSupervisor Northern Division – Acting Superintendent of Prisons Sakiusa Veiwili
Mr. Veiwili was appointed Supervisor Northern Division on 7th January, 2010. He is the representative of the Commissioner of Prisons and Correctional Service in the Division and therefore supervises the discharging of legal duties of all officers under an Officer in Charge and oversees the implementation of directives issued by the Commissioner. Reporting to this position are the Officers in Charge Labasa Prison and Taveuni Prison. He has twenty four (24) years of experience with the Fiji Prisons and Corrections Service. Mr. Veiwili has a sound knowledge of both prison administration and operation from managerial positions both in the Prison Administration and Operation.

 


 


 


 



salote panapasaDirector Education Training and Rehabilitation - Superintendent of Prisons Salote Naulivou Panapasa
Mrs. Panapasa was appointed Director Education Training and Rehabilitation on 1st March, 2009. She represents the Commissioner of Prisons as per her duties and responsibilities of Director Education Training and Rehabilitation. She is to organizes, implement and supervises rehabilitation and development programmes for both inmates and staff in the Fiji Prisons and Correction Service. Reporting to this position are the Commandant Corrections Academy, Yellow Ribbon Project Team, Case Management Team and Welfare Unit. Prior to this appointment, she was an Instructor at the Corrections Academy, Parole Consultant and Staff Officer Administration based at the Prisons Headquarters. She has twenty four (24) years of experience with the Fiji Prisons and Correctional Service. Mrs. Panapasa is also the first woman in the history of the Fiji Prisons and Corrections Service to have reached the Senior Post of Superintendent of Prisons.
Based on her experience, she has a sound knowledge of rehabilitation, training, administration and operations duties and responsibilities.
